Farm Subcontractor for Composting Request for Proposals
General:
The Rhinebeck Village Board seeks a farm to act as subcontractor to process food waste into compost. The subcontractor would enter into a contract with the Village government for the term of 7 years with option to extend. In lieu of payment for the farm’s services, the Village would use DEC grant money to provide upgrades to the site to enable aerated static pile (ASP) processing, including providing the ASP machinery and pipes. Anticipated start of the project is fall 2023.

Qualifications:
Farm must:
● be a working farm as defined under NY State Department of Agriculture and Markets
● be located within 4 miles of the Village center
● currently operate an existing compost process on the farm and have staffing with knowledge of the compost process (farm to provide labor and front end loader and/or skid steer )
● have 6 tons or more of browns per week available for use in composting, year round
● be amenable to receiving up to 2 tons of food waste weekly to add to their existing process
● already be registered or willing to register with the DEC’s Division of Materials Management
Site details:
● ideally, the site is not within view of neighbors or public roads
● 3-acres suitable for composting food waste and storing finished compost (200ft setback from wetlands and surface water and neighboring buildings)
● existing electric access or within 200ft to a box
● access to water or within 200ft of a water line
● already has a concrete pad on which material is composted (around 2800 square ft)
● site is accessible via public road year round
Scope of Services:
● Farm would be willing to pick up food scraps from at least one drop-off location within the Village once a week.
● Farm would accept food scrap deliveries once a week from local private haulers.
● Farm would be responsible for mixing the food waste with the browns and proper management of the compost process.
● Farm would deliver a portion of the finished compost (20 yards) to the municipality for residents' use each spring.
● The local government and community partners would be responsible for the education and outreach to participants to ensure source separation of food waste.

● DEC registration for compost site (if available)
● Proof of insurance
● Map of where your compost site is located, noting size, location of water and electricity hookup, access road
● Fee for picking up food scraps from drop-off sites (if any)
Evaluation of proposals:
The Village of Rhinebeck Board shall evaluate all RFPs provided and select based upon qualifications provided.
Rejection of proposals:
The Village of Rhinebeck reserves the right to reject any or all proposals received, as it, in its sole discretion, seems appropriate.

All proposals will be time and date stamped, and no proposals received after the deadline shall be considered. Proposals shall be mailed, hand delivered, or emailed to the Village Clerk in PDF or hard copy format to:
