CCA Request for Proposals
In this Request for Proposals (RFP), the Village of Rhinebeck intends to review and select an organization to administer a Community Choice Aggregation (“CCA”) program.
New York State municipalities are permitted to participate in a CCA program subject to local authorization, pursuant to the New York State Public Service Commission’s Order Authorizing Framework for Community Choice Aggregation Opt-Out Program, issued on April 21, 2016 in Case 140M-0224 (“PSC CCA Order”).
The Village of Rhinebeck adopted local laws creating its own CCA program. Village of Rhinebeck adopted its legislation LOCAL LAW NO. # 05 OF 2024: A LOCAL LAW TO ESTABLISH A COMMUNITY CHOICE AGGREGATION PROGRAM IN THE VILLAGE OF RHINEBECK on May 14, 2024, after holding a public hearing on May 14, 2024.

Issuance of RFP: Monday, September 16, 2024
Pre-Proposal Conference RSVP: Friday, October 18, 2024
Pre-Proposal Conference: Friday, November 1, 2024
Deadline for Submissions: Friday, November 15, 2024
Final Decision: Friday, December 6, 2024
A pre-proposal conference will be held at Rhinebeck Village Hall on November 1, 2024 at 2pm. If you plan to attend, please contact Martina McClinton at mmcclinton@villageofrhinebeckny.gov or 876-845-7015 by October 18, 2024.
Submitted proposals must be signed by an individual who is authorized to bind the proposer to all commitments made in the proposal. A PDF of the proposal, together with all attachments, must be submitted by email to the Village Clerk, Martina McClinton, at mmcclinton@villageofrhinebeckny.gov no later than 4pm on November 15, 2024. Any late proposals will not be accepted.
