REQUEST FOR PROPOSALS FOR SLUDGE HAUL REMOVAL AT THE WASTEWATER TREATMENT PLANT
1. General: The Village of Rhinebeck is currently seeking competitive bids for its sludge hauling removal, at the Village Wastewater Treatment Facility on Astor Drive in Rhinebeck, New York. Copies of the Request for Proposals are available at the Rhinebeck Village Hall, 76 East Market Street, Rhinebeck, NY 12572, between the hours of 9 am-4 pm, Monday through Friday, and online at www.rhinebecknyvillage.org .
2. Scope of Services: The sludge is generated by an activated sludge process and is dewatered using organic polymer, by volute press dewatering equipment. A yearly estimated generation of sludge is 340 tons. The sludge dewatering equipment is located on a second story, over a garage bay, employing Bombay doors to the garage area below.
3. Contents of Proposals: Proposals should include the use of a 20 yard roll off dumpster. The dumpster shall have inside measurements of 5’2”H x 7’0”W x 15”6”L = 20 yard dumpster. Having sealed tailgates and non-permeable liner and tarp preventing any odors or water entering disposal of sludge. Sludge analysis “T.C.L.P.” will be submitted upon request.
All bids must include a certified check in the amount of 10% of the bid for a year for contract or a bid in the amount of 10% of a year contract. All bids are requested to reflect a cost per ton basis. Please do not submit a bid reflecting price per ton plus dumping and transporting fee separately.
Also include a copy of your current sludge hauling permit certification.
4. Environmental Impacts: Per the Village of Rhinebeck’s Procurement Policy, consideration will be given to proposals that explain environmental impacts of the contract, including: end use of biosolids (landfilling, incineration, composting) and mileage of hauler to/from our WWTP to site. Bids proposing the hauling of our biosolids to composting facilities are encouraged.
5. Rejection of Proposals: The Village of Rhinebeck reserves the right to reject any or all proposals received, as it, in its sole discretion, deems appropriate.
6. Evaluation of Proposals: The Village of Rhinebeck Village Board shall evaluate all RFP’s provided and select based upon qualifications provided.
7. Non-Collusion: Contractor must provide a certificate of non collusion that certifies proposal, bid or offer is made without any prior understanding, agreement, or connection with any corporation, firm or person submitting a proposal, bid or offer for the same materials, supplies or equipment, and is in all respect fair and without collusion or fraud. Contractor understands and acknowledges collusive bidding is a violation of Federal and/or state law and can result in fines, prison sentences and civil damage awards.
8. Deadline: Any company who wishes to submit a proposal in response to this Request for Proposals (RFP) must submit five (5) copies of the company’s proposal or one PDF copy. Proposals shall be submitted by 4:00 PM December 10, 2021. All proposals will be time and date stamped, and no proposals received after the deadline shall be considered.
