1. INTRODUCTION
The Village of Rhinebeck is soliciting proposals from qualified contractors to furnish all labor, materials, equipment, and supervision necessary to construct and install a replacement onsite wastewater treatment system (OWTS) serving the Village Police Department located at 14 Center Street, Rhinebeck, NY.
The proposed system design was prepared by Martin J. Willms, P.E. and has received technical approval from the Dutchess County Department of Behavioral & Community Health (DCDOH).
This replacement is classified as an emergency repair due to the failure of the existing system.

Project Description
The project consists of the removal of the existing failed leaching system (and the installation of a new H-20 rated pressure-dosed absorption bed with associated components, including:
Replacement (as necessary) of the existing 1,000-gallon septic tank (with installation of a Zabel A-1801 effluent filter);
Installation of a 4-ft diameter, 750-gallon pump chamber with duplex effluent pumps (Goulds WE Series) and NEMA 4X control/alarm panel;
Removal and disposal of unsuitable existing soils and effluent-saturated materials (approximately 4–6 ft below grade);
Construction of a 13’ x 21’ infiltrator H-20 rated leaching bed, with associated stone bedding, geotextile and geogrid reinforcement, and protective backfill per approved plans and manufacturer’s specifications;
Installation of new 2-inch Schedule 40 PVC force main, pressure dosing laterals (1.5” sched 40) and associated H20 Leaching Chambers (by Infiltrator);
Site restoration including loaming, seeding, and stabilization per NYSDEC Erosion and Sediment Control Standards (2016).
Future connection to the municipal sewer system is anticipated. The pump chamber shall be configured to allow re-direction of effluent to the municipal manhole at a later date.
3. CONTRACTOR QUALIFICATIONS
Bidders must:
Provide proof of insurance to perform wastewater system installation in Dutchess County, NY;
Demonstrate experience with similar OWTS construction; pressure-dosed systems, and traffic-rated infiltration chambers;
Have a minimum of 5 years’ experience in onsite wastewater system installation;
Provide at least three (3) references for comparable projects completed within the past five years;
4. SCOPE OF WORK
The Contractor shall:
Perform all excavation, grading, installation, backfilling, and site restoration as shown on the approved plans (Sheets CS-1, C-1, and C-2 dated 08/15/25).
Coordinate all inspections with the Engineer and DCDOH prior to backfilling.
Install all components in accordance with:
NYSDOH Appendix 75-A (Dutchess County 2016);
“Recommended Standards for Sewage Works” (Ten States Standards);
Dutchess County Environmental Health Services Division (EHSD) requirements;
Manufacturer installation specifications (Infiltrator Water Technologies, Goulds, and Zabel).
Maintain erosion and sediment control throughout construction.
Coordinate with U-DIG NY (811) to located all utilities within work area. Protect all existing utilities and structures.
Dispose of all excavated unsuitable materials off-site in accordance with applicable laws.
Submit as-built records and photographs upon completion. A joint final inspection will take place with Engineer of Record and Dutchess County Department of Health prior to backfilling.
5. SCHEDULE

Questions Due: Friday October 24, 2025
Proposals Due: Monday October 27, 2025 at 4:00 PM
Construction Start: Within 10 days of award
Substantial Completion: Within 7 calendar days of start date
Final Completion: Within 14 calendar days of start date
6. PROPOSAL REQUIREMENTS
Proposals shall include:
Cover letter summarizing interest and understanding of the project.
Lump-sum price proposal including itemized breakdown for:
Mobilization and demobilization
Removal/disposal of existing system
Installation of septic tank filter
Installation of pump chamber, pumps, and control system
Installation of absorption bed system
Restoration and stabilization
Construction schedule and work plan.
List of equipment to be used.
List of subcontractors (if any).
Certificate of insurance and W-9 form.
7. BID EVALUATION CRITERIA
Proposals will be evaluated based on:
Total cost (40%)
Experience and qualifications (30%)
Schedule and availability (20%)
References and past performance (10%)
The Village reserves the right to reject any or all proposals, to waive irregularities, and to award in the best interest of the project.
8. PREVAILING WAGE REQUIREMENTS
This project is a public works project. The successful bidder shall comply with all New York State Department of Labor prevailing wage rate schedules.
